Pre-design is defined as the activity taking place from the time an owner considers replacement or repair and a designer begins production of the bidding documents. Each step presented is essential to a successful design.

Schematic design provides a summary of existing conditions and proposes methods and budgets for repair. Design development ensures that the repair or replacement will be completed according to industry standards.
